ACE Combat 3: Electrosphere both eloquently and factually proved that if you want something good, move out and go to its country of origin. So if you want cool Japanese ACG stuff, source it in Japan's territory directly instead of on another side of Pacific Ocean.
This is the best scan I can find so far, and seems several pages are missing. If someone has a better scan, I'm begging you to publish it. Moreover, if someone has scan of "ACE Combat 3: Electrosphere - Namco Official Guide Book (エースコンバット3 エレクトロスフィア ナムコ公式ガイドブック)" and/or "ACE Combat 3: Electrosphere - Photosphere Book", I'm begging you to publish them too.
It sold less than the previous 2 in JP and some reviews said fans didn't like the complicated story, so NA just decided to remove the plot and hald the missions, I played when I was a kid and didn't understand much of what was going on, now I know it would have been weird if I had. Problem is that us oversea would have loved the full game, a real pity. This AC was the biggest of the serie at the time, the diverging plot routes, the anime parts, the plane used and the customiazation for them. I think it got a bigger budget than some of the titles released after, and fans still praise it, I've read that the most appreciated by fans is AC4 but honestly that one left nothing on me, all the others I played, aside ACAH of course, were way better.
