A rule should be, if your art is good enough, someone else will post it.
From that point forward you should be allowed to post your own art.

If you would like your art to get more fans I suggest posting it on the forum or a site like pixiv or deviantart first.
Also, you should find yourself a scanner to improve the quality of your artwork.
