So, if I'm reading this right, the drug with the white tag turns you into a girl for a short period of time, and using the black tagged one will lock you as a girl/prevent you from turning back into a guy

Yeah, the white-labeled sticks change them into a woman temporarily, while the black one finalizes the change. (Although strange they would put equal numbers of black and white in the same box... heh)

In the end, both of the characters with black hair took the black sticks to stay women it seems.
One of the guys at the start wanted to be a girl, hence why he took the box from the accident site of the truck. The character models are so dodgy though, that I can't tell if he was one of the girls, or was the one guy left at the end. (Which would be kinda sad for him hah)
