@Hectotane - I do not know the character Patchouli is playing, but it is cosplay, if the person she looks like is from dream c club. She is called by name many times in text, her name is in the title(Patchouli), and the series on both covers and the afterword page is touhou project.

I would say it is safe to call it a touhou book.

It is obviously Patchouli no matter how you see it. Though I think she is cosplaying as Mari from Dream C Club considering the fact that the doujin's about her working in a host club and her cosplay looks like Mari's attire. Even the eyepatch has frills like Mari's.
