What happened is that this weekend it snowed in Tokyo. A journalist was sent to the Shibuya station to cover it and get input from random people. Among the people interviewed was this couple; the woman has a wedding ring on her finger and is covering her face to avoid being recognized, while the guy doesn't have any ring at all. That would likely mean that she's cheating on her significant other; thus the meme was born. It's not about what the guy said, it's about the woman cheating on her husband.
