The artist made a cover (which isn't here) and one page (which is), and the "prank" was the promise of a 12-page comic that would never be. Thus this comic is both complete (this is all that exists, ignoring the cover) and incomplete (never to be finished).

Of course, it also happens to not be "Ongoing", since the author has long ago declared it dead.
