So they are better to be thought of as having the capacity to be either sex when mating depending on their sexual partner, despite their dominant appearance(its called being transgender). Well from what I heard, Togashi (the author) did made Pitou a guy in his manga, but he wanted Pitou to actually be female, so in the anime they did just that and made Pitou a female character.

No, that is not called "transgender". Transgender is people that believe/feel that they are the wrong sex. If a character change their gender/sex, then they are called genderswaps. If they have no gender/sex then they simply don't have a sex. There is no actual name for characters that has no gender and can change sex at will.

As for Pitou, did it ever occur to you that it could be female but change their body if needed too? I don't recall it ever being said that all the generals having the potential to become the King... the line I remember was that they had the potential to become ruler... but that is what you get when translators take liberties I guess.
