Good question.
It could just be the the way A-10 draws futa. A-10 has done ball-less futa before, but also a lot of crossdressing boys/traps.

In his recent books, he always makes note for many characters that they are actually MALE, as in shemale Azusa in the Idolm@ster stories, and Hiro from the last Hidamari Sketch doujin (apparently the author intended for her to a crossdressed male in the manga originally) with a supposedly futa Yuno -- made even more confusing because we don't even know for certain if Yuno has female genitalia or not (probably not).

Not familiar with the original plot of the anime; unless someone else can make an assumption based from just looking at the images, there is no mention in this short piece of anybody's gender, so I guess we can just assign whatever we like (for fapping purposes).

Worth nothing is that Homura has... breasts... of a sort, so at least she's probably not a trap, like Madoka was turned into in A-10's previous story.
