Nah, it's wouldn't take that long. All you need to do is open the scanned page on Photoshop, get an existing image of a heart silhouette, resize as necessary, and copy/paste it all over the genitalia.

There's no way those hearts could've been manually drawn. They all look the same--They just have different sizes.
