The character is from a series that is basically about 'what if a bunch of famous people from across history got put together into a fantasy world?'

So you have samurai warriors facing off against Joan D'Arc, with machine gun assists and fighter planes fighting dragons.

This doujin is 'take the characters, and put them into a modern setting'...which admittedly works rather well with the original concept.
