@Brodon, the ages are fine. Go back to page 6. He says "Our ages are more than 12 years apart." That fits just fine since 16>12. I assume there's some kinda significance behind the age difference of 12 years.

@smartz118; Underaged depends on where you are. The Japanese age of consent is a bit complicated with the minimum age covering the whole county being only 13, but in reality each prefecture has additional rules with the age of consent for a female generally being more like 17-18 and not less. However there is an additional stating that it is legal for a female to be married at 16 so long as she has her parents approval. When it comes to these kind of relationships done with the awareness of families, the police don't get involved and it's pretty much accepted that if the girl is married or being set up to marry a guy, then sex is ok even if she's still 16.
Of course even when genuine underage sex takes place, unless it involves violent rape or the like the japanese are very unlikely to get the authorities involved and will settle it between the families of the ones involved. They generally have a strong aversion to bringing any private and potentially embarrassing matters into the public eye and don't like to cause trouble for others, so if it can be settled privately it will be.
Though probably not as much in fiction, arranged marriages (not forced, the children usually get to refuse) do still happen occasionally over there and sex is seen as a effective way of sealing the deal and making the guy take responsibility.
