An adult fan comic about an OC which interacts in a DC universe, mostly with Raven and the Teen Titans. Loosely inspired by the Teen Titans cartoon and DC Universe online, where original characters run around with their favorite heroes. Titans 18 is about them being over the age of 18 and screwing around.

Disclaimer: Whatever happens in the story is totally within that universe, following the rules, lore, and background of that universe, and no others. So saying 'Robin didn't do that' is moot, since he probably didn't in the comic, but did in one of the many, many series/time settings of that show. Plus, who cares, it's just a fantasy.
