What exactly is going on here?

The gist I got was Aoba goes to admiral (I think regarding Kongou being a bully?), discovers he and Kuroshio amidst some very poorly disguised hanky-panky and excuses herself. Then a shipgirl I don't recognize then Shimakaze show up and they talk about something. When the fucking is done Aoba sends the other two off to do something. And now someone (Kuro I think) has rope and incoming raep.
