That's the joke, even in its own original source/show, they lampshade this numerous times with humor.
Despite her being [older then she looks], she still looks like a lolita at first sight, someone who doesn't know about this show will have that as a first impression, therefore the tag is justified.
Think of it as like those other numerous characters which age and looks doesn't necessary complement each other such as Yokais/Monster/Demon/Vampire/Beast and Robot Girls.
