Hecatia gave power to witches(except for Hijiri, she did not fall for that,) the whole Gensokyo tries to witch-hunt and fails.

You can see the chain around their arms. It's the same thing that Hecatia wears.

However, Patchouli and her friends try to undo everything with newly given power, but Hecatia comes out of nowhere, stopping that.

But she undo it herself anyway for happy ending as always.
