The original artist barely has any rights when their work gets animated.
WHITE BEAR has started this trend of turning their ero-anime into low-quality stills and reselling.
Furthermore, they sell it chapter by chapter and ultimately sell it once again as a "complete package".
Futabu for example also got this treatment.
