That is one way of translating, Ijimekko (いじめっ子), the root - Ijime (いじめ ) can also be translated as "carousing", so a literal translation could be "boy who carouses" or in a less awkward way, lazy, idle, or directionless.

"Bully" in English gives a more negative connotation, someone who is abuse agresssive, torments others. While here he is more of an unmotivated teenager at the beginning.

"Bully" is also concise compared to something more accurate like, "unmotivated person I know"

P.S., I don't speak Japanese, this is some stuff I found after going through a couple of online translation resources, so take it with a grain of salt.

Reminds me of that webtoon where aliens showed up and the whole class is forced to join the war for the credit the nerd dude has always thought he was bullied by the cool guy in the class but actually the cool guy just wants to be friends but the nerd considered trying to talk to him giving him food and making him eat with them as bullying.
