She's not calling him Lucius. She's asking: "did you stop by Lucius' place?"
Because the apostrophe is after "Lucius," she is referring to a possession of Lucius'. His place, in this case.
"Did you stop by Clark's?" = "Did you stop by Clark's place?"
With names that end in "s," there is no need for an additional "s" after the apostrophe to signify that you are referring to a possession of the person, which is why there is nothing after the apostrophe.
"Did you stop by Lucius'?" is how the sentence is intended to look.

If she was calling him Lucius, the sentence would read: "Did you stop by, Lucius?"
