Not all that weird these days. Fei, Mushi, Buta, and Juna Juna Juice are all from places other than Japan, and have had to learn Japanese to get published. In Buta's case it was even a bit visible at first that Japanese wasn't his native language, due to things like incorrect kanji and some clumsy wording.
