I suspect it's because while smexy times are implied to be about to happen, it cuts just short of actually showing anything.

Pay no mind to the rating, it's not very accurate to the quality of the content on here.
It's more of a "I hate this" button, for people who enjoy hating things, I suppose.
Keep in mind, there are all kinds of content on here, and users of all languages.
There's a lot of people who just give a low rating just because it's pokemon, and not whatever their preferred content is.

Normally rating moves around when a comic is a WIP, once it’s finished people will either rate it higher or lower.
You also have to take into consideration the plot, a porn comic with a decent storyline always gets higher rating.
My opinion?
Your comic looks very solid so far so i would rate it 4/5
Don’t stress too much about score right now, just give it time and also keep an eye on how many favs it gets and how many comments you actually get, that gives you a very good idea on how many folks are paying attention on your work.
