Yes it is, according to e-hentai guidelines:

Clearly not bestiality because they're not real animals and they have human qualities. Not Kemonomi because they're not human with superficial animal characteristics. And not "monster" because they do resemble animals, and don't have modularized animal parts on a human

No it's not.
Orcs and Goblins are NOT Furry. They are humanoid beings / monsters. Same as Elves, Vampires, etc.

Furry is strictly "anthropomorphic ANIMAL characters"

Bestiality is Animal X Human

You go by your own beliefs. I'm going by the tag definition. Goblins and orcs are *creatures of lore" thus furry by their guidelines. This also means that dragons are "furry" despite lacking fur

To my knowledge orcs and goblins do not count as furries. There is one furry character in the comic, but I'm not sure if there is sufficient presence for the tag.
