I am not sure what you want in #2. If you just want to translate a game, it is sufficient to create a project in wolf editor, drop the materials in, and then load the project. Translating is a matter of going through each event, the database, and whatever and just changing the strings to the language you want. arc_conv does the job; it doesn't matter how you get the files as long as you can unpack it correctly with the original directory structure.
Here is how I usually modify wolf games: just unpack the wolf archive(s) and you should have your data folder. I don't use the tools you've listed but I'm assuming they dump it properly since the specs are there and all. If they are packed individually (rare, but it's an option for devs), you need to put them in a Data folder. Then just copy Editor.exe into the game folder and then run the editor. It should automatically load the Data folder and all of its files, and now you can edit the project.
Do you want to translate the editor itself? Cause that's a different story you will need to modify the exe itself (though, you could use any PE editor to accomplish it they are just standard windows dialogs. Easy work just need to be japanese literate and motivation to do work). Most of the format specs there are not related to actually unpacking an archive; they are just information about the file itself.

A PE editor can solve all the problems? To be frank,i'm a little worry about the "Mojibake" Because i want to translate it into chinese and it should be able to make games in chinese... (0_0,english doesn't have this problem at all!)
